We are a values-driven organization seeking a Remote Human Resources Generalist to support and contribute to our mission. This position plays a critical role in advancing CCAoA’s HR function while fostering a supportive workplace where employee rights are respected and organizational goals are met. Reporting to the Senior Director of Advancement, the HR Generalist supports both Child Care Aware® of America and its subsidiary, Respite Care of America (RCOA). This position operates in coordination with a PEO (Professional Employer Organization) in the areas of compliance, benefits administration, and recruitment, while also managing a broad range of internal HR functions such as onboarding, offboarding, employee relations, performance management, leave programs, and workplace safety. The HR Generalist is a trusted partner to employees and managers alike and plays a hands-on role in maintaining and improving day-to-day HR operations.

Job Responsibilities:
Admin & Compliance
- Coordinate with the PEO compliance team and senior leaders to ensure compliance with federal, state, and local employment laws.
- Assist in the development, documentation, and implementation of HR policies and procedures.
- Maintain personnel records in compliance with legal requirements.
- Serve as the primary contact for ADA accommodations.
- Maintain HRIS accuracy and ensure data compliance.
- Respond to unemployment claims.
- Support the Finance team during annual audits.
Benefits
- In partnership with the PEO benefits team, support the administration of health and welfare benefit plans including 403(b), medical, dental, vision, life insurance, and flexible spending accounts.
- Perform quarterly reviews of hours worked by part-time RCOA staff to determine benefits eligibility.
- Support annual open enrollment in coordination with the PEO and senior leadership.
- Relay benefit inquiries to the PEO to ensure timely and equitable resolution of employee concerns.
Staffing & Recruitment
- Facilitate job requisitions for converting temporary staff to regular employees and coordinate direct hire recruitment processes.
- Serve as a liaison between hiring managers and the PEO recruitment team.
- Manage administrative recruitment tasks such as scheduling, distributing interview materials, internal vacancy notifications, and formal offer letters.
- Coordinate the onboarding process, including background checks, PAF routing, HRIS entry, and collaboration with internal teams to ensure a seamless start for new hires.
- Implement performance review cycles (90-day, mid-year, annual) and ensure consistency and compliance.
- Facilitate offboarding and conduct exit interviews.
Employee Relations & Support
- Coach and advise managers through performance conversations, corrective actions, and improvement plans.
- Route and manage Personnel Action Forms (PAFs) with accuracy and timeliness.
- Use Jira to address employee inquiries regarding compensation, benefits, policies, and other HR topics; escalate to the PEO as needed.
- Address employee relations matters including harassment, workplace complaints, and general concerns.
- Manage FMLA, disability, parental leave, workers’ comp, and other leave programs, ensuring fairness and compliance.
- Support annual salary increases, employee recognition initiatives, safety programs, and process improvements.
- Coordinate with external training providers to support employee professional development.
- Maintain accurate HR records and generate data reports such as turnover and promotion metrics.
- Perform additional HR-related duties as assigned.
Knowledge, Skills, Abilities:
- Strong knowledge of HR employment law and practices, including the Service Contract Act (SCA).
- Familiarity with HRIS systems and best practices for record keeping; experience with PrismHR, SwipeClock, and ClearCompany preferred.
- High level of accuracy and integrity in handling sensitive information.
- Excellent communication and interpersonal skills; able to engage effectively with staff and vendors at all levels.
- Strong organizational and multitasking skills with a proactive and resourceful approach.
- Exceptional discretion and ethical judgment in handling confidential matters.

Job Qualifications:
- Bachelor’s degree in Human Resources, Business Administration, or a related field.
- 3–5 years of progressive HR experience, preferably in a Generalist or HR Manager role.
- Multi-state HR experience preferred.
- Proficient in Microsoft Office and HRIS systems; familiarity with Jira, DocuSign, and Asana a plus.
- HR certification such as PHR, SHRM-CP, SHRM-SCP, or PHRca is preferred but not required.
