Job Description

Rate of Pay: Pay Based on Qualifications

Status: Open Until May 16, 2025

This is a senior level position in the Department of Development Services that reports to the Director of Development Services. The employee is responsible for coordinating and directing the activities of the department’s Code Enforcement Division as well as for performing inspections necessary to meet compliance with and enforcement of housing codes and related ordinances, to include the City’s zoning ordinances.

  • Supervises, plans, and directs the work of the department’s Code Enforcement Officers and Administrative Assistant, including hiring, training, and evaluating performance
  • Investigates complaints, conducts inspections, and implements enforcement actions for violations of codes and ordinances related to housing, property, zoning and other relevant areas.
  • Determines code violations and directs condemnation, demolition, or compliance as required
  • Inspects structures for structural safety and other hazards, citing corrections that must be made to bring structure into compliance with housing and related codes; oversees and monitors remedial actions and recommends changes as necessary. Guides and directs subordinates to perform the same
  • Condemns structures which jeopardize public health, safety, and welfare. Notifies tenants when to vacate, and when necessary and appropriate, provides residential tenants guidance on relocation alternatives and services
  • Presents code cases before the Municipal Court for prosecution. Reviews court citations, reports, and demolition orders prepared by subordinates
  • Interprets and explains building and zoning ordinances, codes, and regulations to builders, contractors, homeowners, etc.
  • Attends neighborhood and community meetings to educate citizens and groups on Zoning and Code Enforcement violations, actions and conditions of their neighborhood.
  • Develops community engagement strategies and events to facilitate trust and cooperation between citizens and code enforcement personnel
  • Reviews, develops, and revises property-related ordinances for City Council consideration, and appears before Council hearings when requested
  • Monitors changes in state laws and city codes and ordinances.
  • Receives and resolves complaints from citizens, city officials, and others
  • In conjunction with the Marietta IT Department, utilizes, evaluates, and trains subordinates on relevant software applications.
  • Develop the division’s budget and strategic goals and reports on progress, case statistics, and other projects as required by the Director of Development Services.
  • Performs other related duties as assigned

Preferred Qualifications:

  • Associates degree in business management, construction management, criminal justice, engineering technology or a related field and five (5) years related experience, some experience in a supervisory capacity, or an equivalent combination of education, training and experience.
  • Knowledge of city rules, regulations, procedures, functions and personnel, office management and supervision
  • Must have International Codes Congress (ICC) Property Maintenance and Housing Inspector certifications or must obtain within the working test period. Certification must be maintained throughout employment
  • Thorough knowledge of approved methods and materials used in building construction
  • Thorough knowledge of housing code, city and county zoning regulations, and the ability to comprehend and interpret them and to communicate this knowledge to subordinate inspectors
  • Ability to recognize violations or potential violations of codes and ordinances to recommend their correction
  • Ability to run a limited Title search
  • Ability to maintain effective working relationships with other employees, building owners, tenants, and the general public
  • Ability to enforce building codes firmly, but tactfully with impartiality
  • Ability to communicate effectively, both orally and in writing, especially with subordinate inspectors.
  • Ability to compose letters and formal reports as needed
  • Ability to make professional presentations to City Council, the public, and when giving testimony in court
  • Knowledge of computer programs and MS Office Suite
