Job Description

Primary Purpose of this Position

The primary purpose of this position is to ensure adequate and appropriate staffing of the facility nursing department to meet the needs of the residents based on budget, census and as directed by facility administration.

Duties and Responsibilities

Administrative Functions

  • Consult with nursing department staff and supervisors concerning the staffing/scheduling needs to assist in eliminating/correcting problem areas and/or improving services.
  • Coordinate appropriate coverage for “call-outs” for each scheduled shift in a timely fashion and alert the nursing supervisor regarding vacant slots which have not been filled for upcoming shifts.
  • Designate a licensed nurse to serve as a Charge Nurse/Nurse Supervisor on each shift except under waiver.
  • Determine a level of sufficient staff based on diseases, conditions, physical function or cognitive limitations of the resident population.
  • Develop a workforce strategy which provides for sufficient numbers of licensed nurses and Certified Nursing Assistants (CNAs) to meet the individualized needs of residents and to comply with state staffing requirements.
  • Ensure the facility has sufficient staff with the appropriate competencies and skill sets to provide nursing and related services to assure resident safety.
  • Ensure the schedule considers the number, acuity and diagnoses of the facility resident population in accordance with the facility assessment.
  • Ensure the workload or assignments of the nursing staff allow for time to participate in team meetings, care plan meetings, attend training, spend time caring for residents and time for breaks (including meal breaks).
  • Work with the Director of Human Resources and the Director of Nursing when scheduling modified work duty employees in accordance with work restrictions and facility policies.
  • Complete and post worksheets/time schedules.
  • Complete monthly nursing schedule coordinating requests to ensure appropriate coverage of units.
  • Collaborate with the Infection Preventionist regarding infection prevention and control plan and contingency staffing plans in the event of infectious communicable disease outbreaks(i.e., influenza, etc.).

Duties and Responsibilities

  • Maintain a current list of emergency contact information for all department supervisors and facility management as part of the emergency preparedness and response plan.
  • Maintain a current listing of all resident care employee phone numbers in an accessible format.
  • Utilize the facility assessment to drive staffing decisions and identify what skills and competencies staff must possess in order to deliver the necessary care required by the residents served.
  • Post nurse staffing information as required by regulation and state law.
  • Update the nurse staffing posting throughout the day as census and staffing ratios change.
  • Archive the posted daily nurse staffing data for a minimum of 18 months or as required by law state law whichever is greater.
  • Complete in a timely fashion necessary nursing department employee records upon hiring, job reclassification and discharge.
  • Maintain confidentiality of all pertinent employee information.
  • Maintain employee attendance records and completion of change in status forms for processing by the human resources team.
  • Monitor labor hours for nursing team members approaching (or currently in) overtime; avoid overtime hours unless approved by the Director of Nursing or the Administrator in accordance with facility policies.
  • Track individual nursing team member’s “call-out” days, vacation days, sick days and paid time off (PTO)and document in accordance with facility policies.
  • Maintain working knowledge of regulatory and legal requirements governing employment.
  • Report to the state Nurse Aide Registry or licensing authorities any knowledge of actions taken by a court of law that would indicate unfitness as a staff member of a nursing home.
  • Review complaints and grievances pertinent to scheduling and staffing with the facility; make necessary oral/written reports to the Director of Nursing.

Committee Functions

  • Collect and assemble/compile records for committee and the Director of Nursing review as requested; prepare reports of nursing department labor issues to submit to such committees as directed.
  • Attend various committee meetings of the facility (safety, recruitment and retention, etc.) as required.

Personnel Functions

  • Assist in interviewing CNAs as appropriate and conduct professional reference checks.
  • Ensure that the facility does not employ or otherwise engage individuals who have been found guilty of abuse, neglect, exploitation, misappropriation of property or mistreatment by a court of law.

Duties and Responsibilities

  • Confirm license/certification and current standing with state approved agencies for all new hires prior to orientation date; maintain records of current certifications/licenses for nursing department employees.
  • Collaborate with nursing leadership and human resources for the onboarding of new nursing team members and assure sufficient time is allocated for successful orientation.
  • Coordinate with staff development to ensure that appropriate time is allocated for the development of staff skill sets and competencies to perform work roles and occupational functions successfully.
  • Provide newly hired nursing personnel with an orientation schedule and assign a staff member to mentor new team members and provide relevant orientation.
  • Refer all incidents and allegations of workplace bullying, discrimination, intimidation or harassment to the Director of Human Resources in accordance with facility policies.
  • Assist employees in accurate completion of forms (i.e., leave and time off requests, time cards, etc.) pertinent to scheduling and staffing.
  • Monitor nursing team members for signs of caregiver burnout or unsafe practices in accordance with facility policies.

Staff Development Functions

  • Assist with recordkeeping for facility in-service education and orientation classes for nursing team members including pre/post-testing for competencies as required.
  • Attend in-service training programs as scheduled and complete all required competencies.

Safety and Sanitation Functions

  • Report all unsafe/hazardous conditions, defective equipment, etc., to immediate supervisor and/or facility Safety Compliance Officer; complete maintenance request forms in accordance with facility policies.

Working Conditions

  • Works throughout the nursing services area (i.e., drug rooms, nurses’ stations, resident rooms, etc.).
  • Moves intermittently during working hours.
  • Is subject to frequent interruptions.
  • Is involved with residents, personnel, visitors, government agencies/personnel, etc., under all conditions and circumstances.
  • Is subject to hostile and emotionally upset residents, family members, personnel and visitors.
  • Communicates with nursing personnel and other department directors.
  • Works beyond normal working hours on weekends and holidays and in other positions temporarily when necessary.
  • Is subject to call back during emergency conditions (e.g., severe weather, evacuation, post-disaster, etc.).
  • Attends and participates in continuing education programs.
  • Is subject to injury from falls, burns from equipment, odors, etc., throughout the workday as well as to reactions from dust, disinfectants, tobacco smoke and other air contaminants.
  • Is subject to exposure to infectious waste, diseases, conditions, etc., including TB and the AIDS and Hepatitis B viruses.
  • May be subject to the handling of and exposure to hazardous chemicals.

Education

Must possess, as a minimum, a high school education or its equivalent. Associate degree preferred but not required.

  • Must be able to see and hear or use prosthetics that will enable these senses to function adequately to ensure that the requirements of this position can be fully met.
  • Must function independently and have flexibility, personal integrity and the ability to work effectively with residents, personnel and support agencies.
  • Must meet the general health requirements set forth by the policies of this facility which include a medical and physical examination.
  • Must be able to relate to and work with the ill, disabled, elderly, emotionally upset and, at times, hostile people within the facility.
  • Must be able to push, pull, move and/or lift a minimum of 25 pounds to a minimum height of 5 feet and be able to push, pull, move and/or carry such weight a minimum distance of 50 feet.
  • May be necessary to assist in the evacuation of residents during emergency situations.
