Role Overview :

The BMV Staff Attorney provides legal counsel for the Bureau of Motor Vehicles and provides sound and timely legal advice to agency departmental representatives. The BMV Staff Attorney is charged with ensuring compliance with all state, federal laws, and statutes.


Salary Statement

The salary for this position traditionally starts at $85,020.00.

 

A Day in the Life:

Summary of position:

 

The contracts attorney is an essential member of the BMV legal team who handles a variety of legal responsibilities that lie outside of litigation.

State contracts, administrative rulemaking, ADA compliance, and public records requests/data requests are the core areas of focus for this position, but no two days are the same.

The attorney in this role will serve as a support for BMV team members across the agency’s many departments when they have legal needs or questions; so exceptional customer service skills and a helper mentality are required.

This role presents an excellent opportunity for an attorney who not only wishes to master specific aspects of state agency lawyering but also desires to make major contributions to the agency regarding policy, objectives, and program practices.

 

The essential functions of this role are as follows:

  • Reports to Deputy General Counsel and Chief Legal Officer
  • Advises BMV Contracts, Branch Operations, and Document Management departments
  • Reviews, edits, and approves all BMV MOUs, contracts, statements of work, web service agreements, or any similar agreements as well as any amendments, addendums, extensions, or renewals thereto
  • Subject matter expert with regard to agency insurance questions, records request, rulemaking, bulk data sales, data releases, BMV Enhanced Access agreement, and self-insurance
  • Oversees appeal process of personalized license plate messages
  • Advises APRA request responses, including appropriate redacting personal information and responding to inquiries
  • Oversees Special Group Recognition license plate program
  • Oversees agency rulemaking processes
  • Agency Title VI and ADA Coordinator
  • Partners with agency personnel and related stakeholders working towards completion of assigned functions
  • Partner with other public agencies, federal/state/local governments, and/or community leaders as needed.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

What You'll Need for Success:

The ideal candidate in this role should minimally have 

  • Doctor of Jurisprudence
  • Indiana Bar Admission, plus license in good standing for at least five (5) years
  • Strong legal research, writing, communication, and public speaking skills
  • Demonstrated knowledge of functions of the Bureau of Motor Vehicles
  • Thorough knowledge of and ability to research, interpret, and apply case law, federal and state laws, and administrative regulations
  • Previous experience with contracts, administrative rulemaking, and public records requests are desirable but not required.

Salary Statement:

 

The salary range for this position is $67,314.00 - $85,020.00.

Supervisory Responsibilities/Direct Reports:

This role may serve as a team lead for an assigned work group.
